He is a master of his trade. As a skilled puppeteer he knows a lot about craftsmanship. Creating puppets, sewing clothes and handling with thin puppet strings to bring those puppets to life - an everyday work he really enjoys.
The way he works with his puppet strings is, indeed, noticeable. He can use them on inanimate objects to manipulate them. It often seems that everything move by themselves magically, whenever Cecil uses his strings on them.

Cecil's main weapon is thin near unseeable puppet strings (like fishing strings), which he can use to manipulate his puppets and other objects or even cut people. These strings aren't cuttable (at least they cannot be cut by a simple knife/sword/etc.) and they are heat-stable.

Cecil seems to be a cheerful enigma. It's a not rare occurrence indeed that he wears an expression other than a highly amused smile, even when engaging in dangerous investigations. Cecil is a generally easy-going, carefree man, although he does have some odd tendencies.
Even though, he radiates an atmosphere of calmness, Cecil will become fascinated and gets excited easily from everything, no matter how trivial it might be. His sociability may have a tendency towards blatancy; he gets attracted to people that are beautiful very easily - so prepare for massive fangirlism.

Being around people makes him seemingly happy as he gets depressed very easily whenever loneliness possesses his mind. It seems that the only thing to satisfy his needs is attracting people with the world of a puppeteer.

However, that's how it looks at the first glance. Cecil conceals a coldblooded personality under his ambiguous smile. He may be overly friendly to you but becomes weird whenever the border between acquaintance and friend is crossed. Then, there might be times he will reveal the madness Cecil has always been keeping deeply inside.
What will happen to those people that might get too close to him . . . that shall be a secret.

Cecil grew up in a residential home with a small group of orphans in the Clocktower. There, he wasn't allowed to leave the building, only seeing the world through a small window in his little room. Never knowing the warmth of a family and love, he was always envious of other children whenever he saw them outside playing.
However there was one thing that could always let him forget the loneliness: The puppetry.
From day to day, he stood in front of his window and looked outside where he was able to watch puppeteers of other factions they luckily had performances in front of his window from time to time. Cecil began to fall in love with the world of puppets.
He believed that puppets were the only ones which would never leave his side and could also give him the warmth he needed and wanted. Thus, Cecil began to create his own puppets by using materials he could find in his room. Little puppets created out of pieces of furniture were used as substitutes for friends and family. He dreamed of becoming a puppeteer just like the others and to travel through the whole Wonderland.
As time passed by his dream became true as he was finally allowed to leave the residential home.

During the years of becoming an outstanding puppeteer in many shows, Cecil developed his skills greatly. Using special puppet strings to manipulate puppets and other objects, spectators even thought he would be a magician since the strings were nearly invisible to the naked eye.
His talent made him a member of the Clover Faction.

Nowadays, as "Cecil the Mad Puppeteer", he loves being Papa of his three main marionettes: Miss Antoinette, Miss Annette and Mademoiselle Alice. Seeing them as his own children he believes one day he will possess the "real" puppet - in other words: a real person who will never leave his side.
